Kisumu County is a public entity established in 2013 by the constitution of Kenya, 2010 where Kenya as a nation embraces devolution and 47 counties were formed with Kisumu County being county number. The Directorate is in charge of vocational Training Centres which impart skills and competencies to the lowest level of the TVET sector. The VTCs admit the most vulnerable in the Society including the School drop outs, teen mothers, People living with disabilities and other destitutes in the society. This group require economic empowerment and uplifting to sustain themselves.
